The useful half of a central bank statement is what it left out
Serguey Asael Shinder2 min readA rate decision is reported in one number and decided in several sentences. This desk reads the statement rather than the headline, and four habits do most of the work.
Read the vote before the level. A quarter point delivered 12–0 and a quarter point delivered 7–2 are different events with the same headline. The first says a committee has converged; the second says two members were willing to be recorded against it, and their reasons will appear in the minutes. Both happened this month, at two different central banks.
Find the clause that did not change. Statements are edited documents, and the sentences that survive from the previous one are load-bearing. "The Committee is continuing its policy of maintaining ample reserves in the banking system" says the operating framework is untouched; if that clause ever moves, it will matter more than the rate.
Check the effective date. A decision taken on the 18th that takes effect on the 24th is six days in which the old rate is still the rate. Money market desks price the gap; readers of headlines assume it does not exist.
Read the footnotes. This month one of them moved a central bank's climate lending from a fixed rate to a floating one, capped its volumes, and removed a 2011 earthquake from the list of designated disasters — closing a fifteen-year facility in a sentence attached to a sentence. Nothing about it will appear in any headline.
And one thing we will not do, which follows from the same discipline: there are no forecasts on this site. Not a rate, not a pair, not a level. The institutions publish what they decided and what they expect; our job is to say accurately what is in the document and what follows from it. Whether a currency goes up or down tomorrow is not knowledge, and dressing it as analysis is how a desk like this loses the only thing it has.
